Project JAVELIN is a UNSC project, likely managed by the Office of Naval Intelligence. Dr. Catherine Halsey noted JAVELIN as a parallel program to the SPARTAN-II Program; it is thus possible that Project JAVELIN also involves augmented super soldiers.[1]
