This makes it possible that one of the flagships were a secondary flagship to the [[Arbiter (character)|Supreme Commander]]. Then the [[Arbiter (character)|Supreme Commander]] of the fleet had commandeered the mysterious flagship during the campaign at [[Reach]] and later [[Installation 04]]. The future Arbiter used it to return to High Charity when [[Installation 04]] was destroyed.
