Coming up with the plan doesn't qualify someone as being a commander, nor does leading an assault, especially as this mission to destroy the Sanctity of Purification was only one part of a presumably much large battle.
(Updated the article to show Lieutenant Commander Catherine-B320 as one of the commanders of UNSC forces during the battle, as she came up with the plan to destroy the Sanctity of Purification and led the assault, qualifying her as a commander in the battle.)
