The Ministry of Concert[1] is a Covenant political body that represents/settles the political interests of the lower caste members of the Covenant hierarchy, including the Grunts, Jackals and Drones. [2]
It should be known that the former Minister of Concert was to eventually become the Prophet of Tolerance. [3]
