::::It's certainly an interesting question. Based on the ''Encyclopedia'', which also introduced the UNICOM-NAVCOM structure as one of its few original canon bits, ''all'' UNSC forces fall under one or the other command organization (though it doesn't say much about individual branches - which command is the Air Force part of, for instance?). But since the Spartan branch is all sorts of weird and anarchic it's certainly possible they don't answer to ''anyone'' in the conventional command hierarchy, apart from HIGHCOM. This does also bring up the question of who exactly coordinates them on a larger scale, apart from their component commanders like Palmer.
