Even though they had access to the candidates' genetic records from the start, most of the sources that describe their selection (such as Jun's bio quoted above) are written in a way that gives the implication they were set apart from their companies only after their training. These things don't have to be mutually exclusive; most likely the final decision was up to a combination of inborn potential (which Kurt and co. would have known from the onset) and skill as observed in practice (which could only be ascertained after training). This leaves more wiggle room for other factors which realistically affect a person's development, and as I said, I don't see how one can divine skills like sniping, leadership, etc. from genes alone.
