Most low grade marines could probably go an entire military career without seeing a special operations elite, based on the stealth ships that attacked the Heart, it was probably a special operations commander of some sort. Halo 2 had the widest range of elite ranks, but lacked the game mechanics to have overly impressive ornate armor.
