:A lot of the production costs when developing something from scratch go into innovation - new systems, new ideas, etc. The original Hrunting/Ygdrassil was expensive because there was just one. The Mantis is produced on a wider scale, so individual cost is probably far lower, though I don't doubt developing the Mark IX prototype was still expensive.
