The comment by the officer, I think, would be from during the period when the UNSC considered how to deal with the Covenant threat - keep it a secret to stop a panic, or public disclosure to warn people. I think they probably combined the two - revealed that they were under attack by an extraterrestrial civilisation, and some general details, enough to convince people the threat was real and rally them around, but not major concrete specifics to keep the population dependent on the UNSC for protection and to obscure the uglier truths.
