Security officer [[Mahlo 'Turagg]] eventually manages to convince a Covenant [[Unggoy]] to reveal that the Covenant were able to locate the Arbiter at the Elder Council Chambers thanks to [[Murok 'Vadam]] of the Arbiter's own keep.
