Wagner held the rank of [[Lieutenant (UNSC)|Lieutenant]] in [[2552]]. Lieutenant Wagner's [[UNSC Prowler|Prowler]] was one of few vessels to escape the catastrophic [[Fall of Reach]] in 2552. It was not officially stated that he broke Article 1 of the [[United Nations Space Command Emergency Priority Order 098831A-1|Cole Protocol]], but it was implied more subtly.<ref>[[Halo: The Fall of Reach]], The Cole Protocol Article 1.</ref> Fortunately, it is suggested the [[Covenant Empire|Covenant]] did not follow him. He prepared the official report for the [[UNSC]] about the fall of planet [[Reach]] and was debriefed about it by the Security Council Committee, consisting of, but not limited to [[Colonel (UNSC)|Colonel]] [[James Ackerson]], [[Lord Hood|Fleet Admiral Terrence Hood]], [[Major General Nicolas Strauss]] and about a half-dozen other command rank UNSC officers at [[HighCom Facility Bravo-6]], [[HIGHCOM]]'s headquarters.
