At the end of the article is a quote from one of the books, which seems to suggest the Elite's shielding is inferior. Thinking about it i don't recall Elite shields recharging in the books and a few times their shields are penetrated easily by single bursts, maybe the whole thing doesn't collapse but bullets get through.
