The Packbus was a human transportation service aimed at Earth's illegal immigrants. In order to appear legitimate, they made sure the driver and a few of the passengers are legal citizens who allow the CAA to monitor them electronically via the Surveillance Grid.[1] It is known to operate in the United Republic of North America. Whether or not they exist elsewhere is unknown.
