:I don't think the UNSC would recruit aliens for it's military. That's like saying the United States recruited Russians for it's military during the Cold War. The United States does do joint military exercises with Russia now though. I could see the UNSC and the Elites doing this if they were worried that the flood or something worse might still be out there.
