Here's something to think about. Scarabs were designed for mining, not combat. The ones used in Halo 2 were just makeshift weapons that Regret deployed. The major refinement to the legs in the screenshot seems to be extra armor - as could be the purple plating. This may be because they're adapting something that proved effective in combat to a combat role, or it could be the Brutes' natural instinct to destroy everything showing through.
