The only reference for this being a specific Covenant rank is in Halo: Broken Circle during the earlier days of the Covenant, which was also held by a heretic. I think that we have to make the statement that this was likely an ancient rank and more contemporary uses of the term are relating to Field Masters like in Halo: The Flood. As all other sources seem to suggest that by the time of the 9th Age of Reclamation and later days of the Covenant that "field commanders" are referring to Zealots.
