-ONI Data Drops appear to be classified or otherwise restricted files.  The first of these appeared on Halo Waypoint on September 9, 2011 at 4:11 PM, Pacific Standard Time (PST).  The page on which the first file was located suggested that it was the first of six, it is assumed that the following five are to be released sometime in the near future.
