(Still disagreed cuz while I suspect Inka (who was obviously considered General in HINF) wears the red armor certainly to match most other HVTs including Thav who still wear Ultra armor, I still remember a Loading Screen Tip mentioning "General Elites" (suspecting that there's multiple) and their active camo uses, which are used in the gameplay.
