For 150 candidates, Halsey would need a minimum of 39 billion records to select from. Taking away the 23 billion casualty estimate by Cortana, that would leave 16 billion. Population I beleive that the total humans killed was 30 billion(23 by 2552 and billions more during the covenant invasion of earth) and the overall surviving may well be over 10 billion combining all the earths and all of the remaining colonies
