The '''Kestrel''' was used by the rubble to ferry supplies to and from the rubble.It was used by a city sercurity cuncil offical named bonifacio.altough,the '''kestrel''' was illagel because the Unsc wanted to limite civilan slipspace travel.
The ''Kestrel'' smuggled [[Sweet William cigar]]s from the [[United Nations Space Command|UNSC]] colony world [[Charybdis IX]], and afterward smuggled modified [[Covenant Empire|Covenant]] weapons to [[insurrectionist]]s on [[Charybdis IX]].
 
Eventually, the UNSC [[Office of Naval Intelligence]] discovered the Covenant weapons smuggling, which was a major breach of the [[Cole Protocol]]. In response, an operation tasked with discovering the source of the Covenant weapons and halting the [[Scyllion Warehouse District riot|riots]] on Charybdis IX was authorized.
