::The cause of this is the addition of flames to the Legend insignia. If you compare the two images, the fire extends beyond where the parameters for the Hero insignia would end. The Lt. Colonel, Grade 1 insignia is slightly smaller than the Lt. Colonel insignia, due to the inclusion of a grade bar.
