Other than the ribbon design, there is nothing to suggest that this decoration is anything like the present-day Non-Commissioned Officer Development Ribbon, which is an Air Force decoration for NCOs. Keyes, a Naval officer, wears the ribbon, and it has never been suggested ''anywhere'' that Keyes was a non-commissioned officer before going into the officer corps. It is clearly not awarded for the same criteria. Based on this, I suggest that we rename the article, and note in the trivia section the ribbon's resemblance to the modern decoration.--[[User talk:The All-knowing Sith'ari|The All-knowing Sith'ari]] 16:01, 22 June 2012 (EDT)
