The Cold Storage Monitor is the Monitor on the ceiling of Cold Storage. The "Monitor" follows your movements if you stare at it for a while, but will stop once you leave the room. It should be noted that the Monitor on the ceiling can't be 2401 Penitent Tangent, for it's far too large, in fact it is several times the size of an average Monitor, such as the player's model whilst in Forge. It has been speculated to be a "local caretaker," designated to watch over the facility like a prison guard, similar to a "dumb" UNSC AI. This Monitor is also invincible, and cannot be harmed by grenades, Human weapons or Plasma weapons.

- This Monitor has been compared to GLaDOS, the main antagonist and guide from the video game Portal.
- This Monitor cannot move freely, because it is embedded in the ceiling.
- The Cold Storage Monitor will not follow a player in Monitor mode in Forge unless it sees the player before he/she becomes a Monitor.
- The Monitor will follow a new person that walks into the room its in, even if someone else is in there. This can be useful in Multiplayer.
- The Monitor can see everyone, even those wearing Active Camo.
