*It is odd that the Forerunners would make all the ring worlds inhabitable since no houses or dwelings were found on the rings, besides if the ring is inhabitable it is easier for the flood to survive and multiply than in a vacuum. There are also no signs of wildlife on the ring  not even fossils or skeletens.
