In the event that a Halo ring is destroyed, the Ark will manufacture a replacement. Therefore, it is only logical that if the Ark was completely destroyed (and could not be repaired), another facility would manufacture another Ark. At first, I theorized that the sentinels of all the other Halos would be instructed to work together and build another one. Then I realized that the Halo rings don't have a core from which to get materials to build a new Ark. The most likely scenario is that the Forerunner homeworld is equipped with all the necessary machinery to rebuild the Ark and warp it to it's rightful location. Either that, or a facility was built for the sole purpose of constructing a new Ark. That could even be where the first Ark came from.
