:Halo: The Flood isn't exactly the most accurate book. Some how Silva knew of the Spartan 2's origin's despite not being a part of ONI. Also game canon overrides any other source. we see the PoA getting hit by some massive blasts of plasma and plasma torpedoes fit the bill much better than lasers.
