This picture seems to indicate that you do fight Councilors on Halo 2. And I know I remember fighting them on the level gravemind. yet the page states that you can only fight them if you kill enough of your Elite allies when you are the Arbiter. If someone else doesn't fix it soon I will but I thought I would hand it off to someone with better writing skills.
