As for the weight issue, I think that there weight should be based on their size, and hight. This is my opinion. Don't quote me. For grunts, which are about 4 to 5 feet tall, and are squat, like a frog, I think that they weigh approximately 150 to 250 lbs. Jackals, whitch are about 5 to 6 feet tall, about as tall as an average human, and are bird like, with hollow bones, should weigh about the same as grunts. Drones, which are about the size of grunts, would weigh about 350 to 450 lbs. This is because of the drones bulky exo-skeloton. As for them flying, their home planet has a higher gravity than Earth's. There for, it makes sense that they would be able to fly better on a lower gravity planet, like Earth or Reach. As for Elites, the covenents main fighting force, with a height of about 8 feet, and being very lean and muscular, weigh approximately 500 to 600 lbs. Coupled with thier body armor, about 600 to 700 lbs. Brutes, which are about a foot taller than Elites, weigh about 800 to 1000 lbs. This is becaus they live on a planet that has twice the gravity of earth, and are similar to gorillas. As for Hunters, witch are about 12 feet tall standing up, I think that a good portion of their weight is in their armor. With their armor, I think that they weigh about 1500 lbs, give of take.
