Its pretty much just when you sign up that appears. :) So users do get it. This was done just to stop useless talk pages being made. :)

Only time we need to do stuff is for IP addresses.

Ok I was wrong. But we still dont need to do this.

) So ultimately we dont need to do it. I also tested it with my Sock account CIATest to which it worked.

They haven't been tho that's why I've been doing it

Remember the welcome messages do get automatically put on the accounts talk pages right. xD Just making sure you know that :)
