Balkarus is a Jiralhanae Captain in the Banished. On May 16, 2559, he made an announcement to the Unggoy under his command wherein he attempted to quash the rumor that a lone Spartan had lately been responsible for freeing prisoners near a water treatment structure on Installation 00. The rumor had recently resulted in the attempted desertion of two Unggoy and some were even saying the demon had been the Master Chief himself.[1]
