Summary

High Charity is the Covenant's mobile home planet. It is also where all of the vital facilities that run the Covenant's government are.

The religious leaders of the Covenant, the High Council, and other important figures all reside within this huge hollowed out planet dozens of kilometers wide and surrounded by hundreds of mighty Covenant capital ships.
