Theodore Higgins is allegedly a Private First Class in the UNSC Unified Ground Command. According to the Banished's communications officer Glibnub—who operated the propaganda towers on Installation 07 during the battle for Zeta Halo—Theodore Higgins was captured while "gallivanting" into the Horn of Abolition. He was then beaten before being taken to Chak 'Lok's Tower. Glibnub mockingly asked Higgins' friends or colleagues to report to the Tower if they want to see Higgins again.[1]
